Foster Rip-Off

A foster boy using pseudonym Mark went into foster care at age 4. His father was a Vietnam veteran and Mark was paid social security and veteran's death benefits. The payments went not to him, but to the state on his behalf. Over $100,000 was siphoned off before Mark found out about it. Through legal action he was able to get the payments diverted to himself, but he can do nothing to recover the earlier payments.
