Foster Care Handbook.

We have obtained a copy of the Foster Care Handbook for foster parents and staff of Family and Children Services of Guelph and Wellington County. The parts relating to child care and foster payments are available here.

In section 5, all but seven of the 31 items provide for the foster parents to defer to the social worker, the Agency (Children's Aid) or the child's doctor. The foster parent has control only over food, clothing and transportation. Even here, there are detailed constraints.
